Bio Profile
Javan Solomon Okello is a multidisciplinary public health professional, lecturer, and researcher with expertise in health systems strengthening, global health security, and the integration of digital innovations into development practice. He holds a BSc in Environmental Health from Kenyatta University, an MBA in Operations Management from the University of Nairobi, and is completing a PhD in Public Health at the University of KwaZulu-Natal, South Africa.
His doctoral research examines health system resilience and multisectoral coordination during emergencies, with emphasis on organisational learning in lower and middle income health settings. He has led and co-authored systematic and scoping review protocols that apply PRISMA-ScR and theory-driven frameworks including CFIR, Resource-Based View, Dynamic Capabilities, and Absorptive Capacity.
Okello’s recent work investigates how artificial intelligence and digital transformation can strengthen decision-making, knowledge sharing, and collaboration in resource-limited health systems. His published and ongoing studies assess both the potential of AI to improve efficiency and equity, and the governance, ethical, and contextual challenges that shape digital health implementation.
Professionally, Okello is the co-founder and Executive Director of Palme Research and Training Consultants, where he has overseen public health research, training, and project management initiatives. He is a member of the Public Health Officers and Technicians Council (Kenya) and the Royal Society of Tropical Medicine and Hygiene. His competencies are complemented by additional training in implementation research, project management, and ethics.
